Coordination Across Ministries Is Essential to Avoid Duplication… Makki at Bread&Net: Citizens’ Needs Set Digital Transformation Priorities

“The success of digital transformation is measured by its ability to turn legislation and investment into better government services and tangible, lasting improvements in citizens’ lives.”

Minister of State for Administrative Reform Dr. Fadi Makki made these remarks during the session “Digital Transformation in Lebanon: From Legislation to Implementation,” held as part of Bread&Net 2026, organized by SMEX at the École Supérieure des Affaires in Beirut. The session also featured MP Halimeh Kaakour, Wassim Mansour, former Minister Dr. Nasser Yassin, and journalist Mahdi Karayem.

Makki emphasized that digital transformation requires effective governance, reliable data, and institutional coordination to support legislation and enable its implementation. He stressed the importance of cooperation and integration across ministries and public institutions, particularly in artificial intelligence, to avoid duplication of projects and wasted resources, and to direct available capacities toward shared priorities.

He highlighted the role of the Dawlaty initiative in identifying priority government services and guiding reforms based on citizens’ actual needs, placing their experience with public administration at the heart of digital transformation.

Makki also underscored the importance of the $150 million World Bank loan allocated to the Office of the Minister of State for Administrative Reform (OMSAR) to support digital transformation in Lebanon. The loan covers the development of digital infrastructure, stronger cybersecurity, the digitization of priority government services, and the development of digital identity and data centers.

He stressed the need to translate these investments into sustainable, practical reforms and more efficient, accessible services whose impact citizens can experience in their daily transactions and interactions with the state.
