The Office of the Minister of State for Administrative Reform (OMSAR) announces a Request for Expressions of Interest from eligible consulting firms to provide consulting services under the World Bank-supported Lebanon Digital Acceleration Project (LDAP) Preparation Grant.

• Scope of Work: To undertake a rapid, practical and evidence-based assessment of the institutional, technical, operational, legal and readiness conditions required to digitise priority DGCS services and prepare the foundation for subsequent use-case design and the civil registration platform build.
• Contract Duration: The assignment is expected to be completed within a maximum of three months (approximately 12 weeks) from contract signature.

• Interested consulting firms must submit information demonstrating their relevant qualifications and experience to perform the Services.
• Selection Method: Quality and Cost-based Selection (QCBS).
• Submission Deadline: Expressions of Interest must be submitted by close of business on October 5, 2026.
