The right of access to information in Lebanon is guaranteed by Law No. 28 of 10 February 2017 and strengthened by Law No. 233 of 22 July 2021, together with Decree No. 6940 of 24 September 2020. These instruments establish access to administrative information as a fundamental right and define the obligations of public administrations, judicial bodies, municipalities, and public-interest entities to disclose information proactively and upon request.

Every citizen has the right to access administrative documents in written, electronic, audiovisual, or digital form, with limited and clearly defined legal exceptions related to national security, privacy, and protected professional secrecy.

The Law guarantees the right to:

• Receive reasoned administrative decisions
• Request copies of documents
• Reuse public information within legal limits
• Submit complaints in case of refusal or non-response

The Office of the Minister of State for Administrative Reform had led, prior to the establishment and operationalization of the National Anti-Corruption Commission, the process of preparing and supporting the implementation of the National Action Plan for the Implementation of the Right of Access to Information Law, which was adopted by the Ministerial Anti-Corruption Committee with technical support from the United Nations Development Programme (UNDP) and the Organisation for Economic Co-operation and Development (OECD). 

Following the establishment of the National Anti-Corruption Commission and the activation of its role, particularly with regard to monitoring compliance with the provisions of the law, OMSAR continues to support the implementation of the law through institutional and technical assistance, the development of digital tools, and the strengthening of public administrations’ capacities, thereby contributing to translating the law’s provisions into transparent and effective administrative practices.
