Scope:
The project aims to adopt a standard identification number for each citizen to be used as a reference for their information, which provides an effective mechanism for the extraction and exchange of data electronically between departments and public institutions and municipalities to conduct administrative transactions in electronic format.
Specific Objectives:
Accompanying this project is the adoption of a number of measures to ensure privacy and restrict the use of information within the framework of the functions and powers of each department and the establishment of controls for the non-use of data outside the professional and administrative framework. The procedures also include obtaining the written consent of the person concerned when the exchange of information is inconsistent with the laws that impose private confidentiality on them. The Ministry has prepared a draft decree for the exchange of information in accordance with the provisions of Law 241/2012. In this context, and on the proposal of the Minister of State for Administrative Development, Law No. 241 was issued on 22/10/2012.
Results to be achieved:
- Approve the decrees implementing the Unified National Number Law and the interchange.
- Completing automation processes in the Directorate General of Personal Status and developing a database of the standard number for each citizen.
- Adoption by the public administrations of the unified number and its inclusion in their databases.
- Develop and adopt a legal and administrative framework for inter-departmental exchange.
